Take several plastic bottles as skittles, as per Pol's suggestion above.
Take toddler-sized child in wheeled babywalker.

hours of fun for toddler and adult alike.

A sock or mitten will make a nice new friend for the smalls, & biggher smalls can make there own.

A couple of buttons for the eyes & a small bit of fabric for the tongue, wool for the hair & what ever other decoration you want hey presto a new friend.

A wooden spoon is even easier. mark ekes & nose & mouth with a marker on or in the bowl of the spoon. Take a square of fabric at least 2x the length of the handle, fold into 4 & make a snip in the centre big enough for the handle to slip through. Push the fabric up to the bowl & fasten with glue or a couple of stitches. Tie a ribbon round the neck or use a pony tail band. Big ones would. may enjoy making there own.

A shaker partly fill a tube with dried peas etc seal the top & shake.

A cut down broom handle nail on bottle tops & shake it, it should rattle.

A small wooden box with elastic bands round it make a sort of guitar noise

Comb & a bit of tissue paper make a kazoo. Handmade Toys - Page 2 928403

Lots of ideas here, paper windmills are always good fun.

Also a cotton reel with 4 small pins/nails knocked in around 1 end & some spare bits of wool & away you go french knitting
