I was in the shed, waiting for the hailstorm to stop, and cutting plant labels from old kitchen cartons with a pair of scissors.

Skies cleared, and I was able to spend about an hour in the garden. Went back to the shed because I needed the scissors, and not only was there a spider web from the scissors to various other things I had been using a short while ago, but the web was covered in tiny yellow baby spiders!

Do you suppose there was a little nest hidden away, and as it was hatch time, a parent spider spun the web to help them disperse?

Your description reminds me of spiders we used to get when we lived in Berkshire, especially on our wheely bin. In the spring, there would be webby nests with hundreds of these tiny little yellow spiderlings inside. If they felt threatened (when I opened the bin) they would all shoot down little threads away from the nest. It was fascinating to watch (yet one more reason for not getting the cleaning finished...)
I wonder (if they're the same kind of spiders) whether as you said there is a hidden nest.
