If it was applied reasonably what is the problem?
Isn't it what we are all having to do domestically, it therefore gives better use of the money that the school gets....

I think the issue is them being fined if they fail to meet govt targets, Spar. That does not happen to us domestically.
Whilst I am all for improving energy efficiency - it is a large part of my job - the problem comes where the govt set, rather arbitrarily, targets that must be met and then provide no means of achieving them, or as is the case in the housing sector, remove all of the mechanisms to achieve them but still maintain the targets.
I can tell you in the housing sector, the chances of the UK meeting its goals for carbon emission reduction or even obligations under the Kyoto agreement by 2016 are approximately zero. Every piece of leglislation designed to get us there has been rescinded, watered down or simply not implemented. Govt ministers love to get the kudos at the big press conference when announcing huge new schemes to get us to Zero Carbon, but as soon as it comes to implementing them, they quite sweep them under the carpet.

It's not just schools, it's hospitals as well.
If they don't cut their emissions then they get fined.....yet the NHS is already struggling as it is, not only financially but dealing with targets
Where I work people have been appointed as "Green Champions" - guess who got "volunteered" in our Department???
Anyway so far I've only been able to get to one meeting due to us being so short-staffed I can't get out of the office. All that came out of it was, "well we can have stickers to put on computers and light switches to remind people to turn them off"
But to be honest, NO ONE CARES! They are so used to just leaving things on as they aren't paying for it. They don't even switch off lights in the kitchen, toilet, offices when they leave, computers are left on all the time and that's just in one Department. I'm forever switching lights off and just get laughed at.
The only recycling facility we have is for paper yet there are vending machines and shops selling plastic bottles & cans of drinks....where are the recycling facilities?
Some of us suggested recycling bins by the machines and near the shop as well as sensors for lights in areas so that they switch on and/or off automatically but it all costs money!!!
Vicious circle - no money to pay for what's needed and if we can't do what we need to do then we get fined etc etc

It made sense JB. Sounds like the problem is the same old, same old. Teaching people to care & we all know how hard that is.

Completely agree (so it did make sense!!). The school I work at is a large building to house well over 1000 pupils - we have 70 classrooms on a large site, plus all the admin rooms, and the central heating badly needs replacing but no money to do it (no rad stats, so some rooms are still freezing in the winter while in other rooms teachers are having to open windows because it's so stuffy. Some teachers bring in extra heaters, others work with their coats on, while in another area staff are wearing short sleeves) There is some attempt at collecting paper for recycling (I think...) but I hit a blank when I tried to get a compost bin up and running ('because of the rats'). I also go round turning off lights....
